How Often Should I Change Meta Tags In My Site?

I have a website, where I constantly add new information, so the site is changing. This is not everyday, but at least a couple of times per week. Newsletter, tips, etc, are put on the site. The content changes, but the subject matter does not. I want to keep the relevant in the search engine lists. How often should I update meta tags or does it matter since the subject matter does not change (same topics, new info)? Also, will changing meta tags too often "penalize" my site. I have never used a submission service because I was told they really don't work. Any thoughts on this. Any help is appreciated. Thank you.

I have a blog on Blogger (the Google one) and I recently submitted my blog’s feed to Yahoo Site Explorer. They asked for verification with the choice of meta tag or application. The thing is I tried to insert the meta tag and it goes like:

<META name="y_key" content="104306771tee6v4n" >

I put it where they asked it to be inserted but when I save it, it always says "Your template could not be parsed as it is not well-formed. Please make sure all XML elements are closed properly.
XML error message: The element type "META" must be terminated by the matching end-tag. "

And the other choice of application I really don’t know how to do.
Could you tell me what’s wrong with that stupid meta tag and how to upload the file?

How Search Engines Work (Please Look Inside)?

1. How do seach engines find things about what a website is about besides useing the <meta> tag?

2. How can you get the top result on a search engine if your basic thing is put in. (Ex. Landmark Missionary Baptist Church, right now the (just about) only way to find out site is to type in a nearby location)

3. Is the only way that search engines find things are by robots and by people submitting URLs?

4. How does your URL affect the search results?

5. How much does it cost to pay search engines to be the first results?

6. Is there a simple way to submit your site to a whole bunch of search engines at once?

7. Is there any other ways besides the <meta> tag to add tags to your result?

How Can I Submit My Blog Into Google Web Master Tool?

I have sumbitted my blog in Google Webmaster Tools, but its asking to verify my home through a meta tag or a HTML file. How can I upload these files (sitemap.xml, robots.txt and meta tag or HTML file verification)?
You can verify your blog with Google Webmaster Tools by putting the metatag they want you to use.

Go to your site layout or blog template, go to the HTML edit section and put the tag between <head> and </head> tags.

Where Is The Best Place To Put My Meta Tags For PHP Pages?

My meta tags are in the head.txt files. This gives me a weak sitemap, and poor web ranking for individual pages. Do I need to create a separate head.txt file for each web page for more unique pages and keywords? Or is there a way to have the head.txt refer web crawlers to read content from each page?
I don’t quite understand what’s in head.txt. But I think your underlying problem is to get better web ranking.

The way to do that is to have unique page titles and meta descriptions in your HTML pages. Every page should have different page titles and meta tags to identify each page and tell the search engines what the page is about.

So with that in mind, you should have a better idea how you’re going to deal with the head.txt.
